In the name of "Crack Isolation" and "Anti-Fracture Membrane", someone forgot to ask the question, "Where does the water migrate to, if the surface is sealed?" This problem may take place days, months or even a few years. Sealing in the moisture with or without a vapor barrier under the concrete slab, the water in the concrete needs to evaporate and continue to evaporate. If your surface sealer is lower perm that the concrete vapor barrier, he comes more moisture!
